EU operational identity infrastructure
HBCE is a European operational infrastructure for persistent identity (IPR) and certified operational events,
designed for cross-border interoperability, integrity, and continuity across civil services and critical sectors.
Institutional positioning
HBCE is built under EU-first principles:
audit-first,
fail-closed,
hash-only public proof, and
GDPR-min.
This track targets institutional deployment for:
- EU cross-border operational continuity
- critical infrastructure identity integrity
- certified events for high-assurance operations
- operator licensing and deterministic verification
Dual-use statement (operational)
HBCE is a dual-use operational infrastructure in the strict sense of high-assurance identity:
the same core mechanisms support both civilian use-cases and critical-sector use-cases
(e.g., energy, transport, health, industrial operations) under controlled access and licensed operators.
Civil track
Citizen-grade operational identity with progressive capability, public proof minimization, and deterministic verification.
Critical-sector track
Higher assurance profiles for regulated environments and continuity operations, under operator licensing and governance controls.
Governance controls
Fail-closed enforcement, policy layer (UNEBDO+OPC), traceability, and controlled issuance through verified nodes.

Institutional deployment model
HBCE is deployed as a distributed node network with progressive assignment. Until assignment, operations remain under Origin Node coordination.
Institutional adoption enables EU-level alignment and structured territorial governance.

EU-level coordination and standard alignment for cross-border operations.
National node layer
Member-State operational gateway integrating regional and sector nodes.
