HBCE-OIS operates as a pre-execution identity verification layer.

Execution is permitted only after successful identity verification.

Model:

Actor → IPR → Verification → Execution → Audit

If verification fails → execution denied.

## 2.1 Identity Primary Record (IPR)

Each operational actor possesses an IPR.

The IPR contains:

- unique identifier
- cryptographic anchor
- issuance metadata
- integrity checksum
- operational status

The IPR is append-only and cryptographically verifiable.

A node performs deterministic verification.

Node functions:

- validate IPR structure
- recompute hash integrity
